Rules of the Romsey And District Canine Society

1.0    Name and Object

 

  1. That the society be called the 'ROMSEY AND DISTRICT CANINE SOCIETY'.

  2. That the Object of the Society is to promote the interest of the public in canine matters by means of shows, lectures, meetings etc.

2.0 Constitution

 

  1. The Society shall consist of a President, Honorary Chairman, Honorary Secretary, Honorary Treasurer and a Committee as hereinafter provided and an unlimited number of members.

3.0 Election of Officers and Committee

 

  1. The President, Honorary Chairman, Honorary Secretary, Honorary Treasurer and Committee shall retire annually at the Annual General Meeting and shall be eligible for re-election without Further nomination.

4.0 Management

 

  1. The affairs and management of the Society shall be conducted by a Committee of not more than sixteen members inclusive of the Officers of the Society.

  2. The Hon Chairman, Hon Secretary and Hon Treasurer shall be members of the Committee, ex officio.

  3. Five committee members shall form a quorum at the committee meetings.

  4. The Committee shall give seven days notice of committee meetings.

  5. Co-opted members on to the Committee will only hold office until the end of the current year and then be subject to the rules for nomination of new committee members.

  6. If a committee member misses three consecutive committee meetings then it may be considered that they have resigned from the Committee.

  7. The Officers acknowledge that during the month of January each year Maintenance of Title Fee will be forwarded to the Kennel Club by the Secretary for continuance of registration and that by the 31st of July each year, other returns as stipulated in the Kennel Club Regulations for the Registration and Maintenance of Title of Societies and Breed Councils and the Affiliation of Agricultural Societies and Municipal Authorities will be forwarded to the Kennel Club. The Officers also acknowledge their duty to inform the Kennel Club of any change of Secretary of the Society which may occur during the course of the year.

  8. The Society must send a list of Members and their addresses to the Kennel Club with the Annual Returns and that list may be inspected if so requested by members of the Society.

5.0 Membership

  1. The membership shall be open to all, unless a person is suspended by the Kennel Club or in the opinion of the Committee has previously exhibited any discreditable behaviour that may be injurious to the Society.

  2. Membership is otherwise automatic on receipt of the membership subscription as provided in Rule 6.4.

 

6.0 Financial

 

  1. The Financial Year of the Society shall run from 1 January to 31 December inclusive.

  2. A Banking Account shall be opened in the name of the Society into which all Revenue of the Society shall be paid and from which withdrawals shall only be made on the signature of any two Officers of the Society.

  3. The Accounts shall be audited annually by the Auditor appointed at the AGM.

  4. The Annual Subscription shall be £2.50 for a single member, £3.50 for a joint membership (husband and wife or joint ownership of dog) and £1.00 for a junior member (under 16). The Subscription may be paid at any time in the year and the membership will be valid from the receipt of payment to 31 December in the year of that payment.

7.0 Powers of the Committee

 

  1. The Properties and Monies of the Society shall be vested in the Committee for administrative purposes, which shall have power to make by-laws, arbitrate in disputed matters and co-opt members onto the committee.

  2. The Committee shall have the power to deal with any questions for which there is no provision in these Rules, and to fill any vacancies in the offices occurring by death, resignation, or otherwise after the AGM.

  3. Any member who shall be suspended by the Kennel Club shall ipso facto cease to be a member of the society. If the conduct of any member shall, in the opinion of the Committee be injurious or likely to be injurious to the character or interests of the society, the Committee or Society may at a meeting, the notice convening of which includes as an object the consideration of the conduct of the member, determine that a Special Meeting of the Society shall be called for the purpose of passing a resolution to expel them. Notice of the SGM shall be sent to the accused member, giving particulars of the complaint and advising them of the place, date and hour of the meeting that they may attend and offer an explanation. If at the Meeting a resolution to expel them is passed by a two-thirds majority by the members present voting, their name shall forthwith be erased from the list of members, and they shall thereupon cease for all purposes to be a member of the Societies, except that they may within two calendar months from the date of such meeting appeal to the Kennel Club upon and subject to such conditions as the Kennel Club may impose.

  4. If the Society expels any member for discreditable conduct in connection with dogs, dog shows or Trials, the Society will report the matter in writing to the Kennel Club within seven days and supply particulars required.

 

8.0 Annual General Meeting and Special General Meeting

 

  1. The AGM shall be held before 31 March each year, at which the President, Officers and Committee shall be elected, Hon Auditors (one qualified or two unqualified auditors), and Hon Veterinary Surgeons be appointed and the audited Annual Abstract of Accounts shall be open to the inspection of all members.

  2. Nominations for President, Officers, and committee must be proposed and seconded by fully paid up members and submitted to the Secretary at least fourteen days before the AGM.

  3. No business shall be transacted at the Annual Meeting unless notice thereof appears on the agenda, with exception of routine matters of those which in the opinion of the Chairman are urgent.

  4. The committee shall have the power to call Special General Meetings at any time, or, on a requisition signed by fifteen members.

  5. At least fourteen days shall be given of all general meetings in the Dog Newspapers (Our Dogs or Dog World) and the notice of any Special General Meeting shall specify the business thereof, to which alone discussion shall be confined.

  6. At the Annual General Meeting or any Special General Meeting only members who have paid their subscription previous to the meeting and are present at the meeting shall be allowed to vote with the exception of junior members who do not have voting rights.

  7. A copy of the certified accounts will be available on request 14 days prior to the AGM to fully paid up members on production of a SAE sent to the Hon Treasurer.     

9.0 Challenge Cups and Trophies

  1. The challenge cups and other trophies shall be in the custody of the Cup Steward and may be lent to any other member who has won them, as the committee may sanction, on his or her giving such security for their safe custody and return as the Committee deem necessary.

  2. Cups and Trophies shall only be lent to current members and confined to those awarded a prize card.

10.0 Changes of the Rules of the Society

  1. Notices of any proposed alterations in the Rules of the Society must be lodged in writing to the Honorary Secretary at least fourteen days before the Annual General Meeting or a Special General Meeting, and such notice of meeting must clearly define the proposed alterations and bear the Proposers signature.

  2. The revised rules shall not be brought into force until the Kennel Club have been advised and has given its approval of the alterations.

 

11.0 Dissolution of the Society

 

  1. If the activities of the Society are to be terminated a final statement of audited accounts and a record of the disposal of assets will be forwarded to the Kennel Club within six months and the Officers and committee on the last return to the Kennel Club will be held responsible for the proper winding up of the Society.

  2. All Cups and Trophies will be returned to the original donors if practicable.

12.0 Appeals

  1. The Kennel club will be recognised as the final authority for the interpreting the Rules of the Society in all cases relative to Canine or Society matters.

 

13.0 Federations or other Clubs

 

  1. The Society shall not join any federation of Societies or Clubs.
